Denver Transit

Supporting Reliable Service in Denver

For Denver Transit Operators (DTO), the Fluor and Balfour Beatty joint venture responsible for operating and maintaining the Eagle P3 commuter rail network, crews completed a vital track surfacing program across the A Line, B Line and Gold Line corridors.

Using specialized tamping and ballast regulation equipment, the team resurfaced and regulated 10 miles of track while supporting tie replacement activities to help maintain safe and efficient operations. The work was completed with a flawless safety record.

“The accomplishment isn't just the 10 miles of track we resurfaced and regulated. It's the way our team came together to deliver the work safely, efficiently and without disrupting the service thousands of passengers rely on.”

Modernizing Transit Infrastructure in Silicon Valley

Valley Transit Authority

In Northern California, the team achieved a major milestone with the closeout of the Santa Clara Valley Transportation Authority (VTA) OCS Rehabilitation Phase 3 program and maintenance facility modifications.

The multi-year effort included replacing more than 200,000 feet of overhead catenary infrastructure, along with 60 disconnect switches, 30 section insulators, 42 surge arrestors, 50 bridge supports and 117 supplementary supports. The team also upgraded systems within the agency's light rail vehicle maintenance facility.

The project was completed with zero lost time incidents, every outage finished ahead of schedule and more than $7 million in awarded change orders.

“We dialed in our production approach to be even more competitive on future OCS rehabilitation work, fine-tuning our means and methods for greater efficiency during execution and bidding.”

Advancing Rail Systems in Southern California

La PalmaContinuing our legacy of excellence with the Southern California Regional Rail Authority (Metrolink), we completed a critical signal infrastructure upgrade at CP La Palma as part of our signal construction contract.

The work included installing a new 14-by-10-foot signal shelter, eight crossing predictor check cables, four new switches, underground cabling, fiber optic rerouting and a secure perimeter fence. The project also required intercepting and splicing existing express cables, conduits and vaults while maintaining operations within an active rail corridor.

One of the project's most complex challenges was installing the new signal shelter in a constrained right-of-way. Because a conventional crane could not access the site, the team utilized a specialized hi-rail crane truck and hi-rail flatbed truck, allowing the shelter to be transported and placed directly from the track. The operation was completed during an absolute work window, enabling crews to safely position the structure and perform track work efficiently.

The project has been delivered with zero lost time incidents and zero recordable incidents, continuing Balfour Beatty's strong safety performance.

“Successfully installing the signal shelter required detailed planning, specialized equipment and close coordination across the entire team. By leveraging hi-rail equipment, we were able to safely execute a complex installation in a highly constrained environment while maintaining our commitment to safety and quality."
